As a law professor, I research regulation of North American energy companies. I focus on energy transport, such as pipelines, power-lines, and LNG, and how countries, states, and provinces account for and influence energy markets in their trading partners. I study how domestic energy regulations interact with international energy markets and limits on state authority set by constitutional law and trade law. I have written on regulation of imported fuel and electricity that is based on how those energy commodities were produced elsewhere, a mode of regulation that is becoming increasingly common in many forms including low carbon fuel standards, renewable power standards, and environmental impact assessments of energy transport projects such as pipelines. A related strand of my research examines how countries may encourage climate action in other countries without provoking trade wars; I explore innovative options such as environmental matching commitments. Finally, I am studying how global energy companies respond to competing pressures from investors and regulators in multiple jurisdictions employing different corporate law standards. I teach courses in energy, business, and administrative law. In recent years, I have taught Energy Law, Oil & Gas Law, Business Associations, International Energy Development, Energy Transport & Trade, International Petroleum Transactions, Canadian Energy Management and Regulation, and Regulatory Theory and the Law.
