Originally working as an international tax lawyer, I have almost 20 years experience at the global level working with governments & international organisations as well as industry & academia, to develop & implement strategies with tangible impact. I have built strong networks across the public & private sectors in OECD and G20 economies as well as major financial centres, led interventions at ministerial & senior official-level events, & enjoy dynamic environments as well as building new projects & teams. I was appointed a member of the World Economic Forum’s Young Global Leaders, and I have a deep interest in understanding & shaping how emerging technologies are changing our societies.
For the past 3 years I have been Vice President of Global Public Policy at Chainalysis, the data analytics platform bringing greater trust to blockchains & digital assets, & serving as a member of the Ransomware Task Force at the Institute for Security & Technology.
Previously, I was founding Head of the OECD's Global Blockchain Policy Centre (2018-2021). I led a team assessing the implications of DLT, including on fintech, cybersecurity, data privacy, supply chain due diligence & anti-trust policy. I was a judge in the G20 Techsprint Hackathon 2020 & in 2019, co-chaired the Financial Stability Board's decentralised fintech work.
From 2017-18, I led the OECD's work exploring tax policy implications of emerging tech, delivering the 2018 Report to the G20 on the tax challenges raised by digitalisation. I was Senior Counsellor to the OECD Tax Director (2014-17), developing strategy & ensuring its implementation, working with senior country officials & external stakeholders to deliver on the G20 & G7 agendas.
I established (2012-15) the Tax Inspectors Without Borders initiative (TIWB) to grow tax audit expertise in low-capacity countries. This included negotiation of a partnership with UNDP to expand TIWB globally. Today, there are more than 80 programmes in almost 50 jurisdictions, with x100 return on costs.
From 2010-12, I helped build the Global Forum on Tax Transparency, leading teams assessing transparency including bank secrecy in jurisdictions incl. Bermuda, Cayman Islands, Jersey, Russia & Switzerland, & ran a 2-yr capacity building project in Ghana.
