Dr. Linda Garza Battles is a dedicated, student-centered executive with over 30 years of leadership experience in higher education policy, government relations, and organizational operations. She currently serves as the Regional Vice President for Western Governors University (WGU) in the South Region, where she leads strategic initiatives across five states—Arkansas, Louisiana, New Mexico, Oklahoma, and Texas—to expand access to high-quality, workforce-aligned education, particularly for underserved communities.
Prior to joining WGU, Dr. Battles held several senior leadership roles at the Texas Higher Education Coordinating Board, including Deputy Commissioner for Agency Operations and Communications and Chief Operating Officer. Over the course of her tenure, she played a pivotal role in shaping statewide public policy, securing more than $600 million in funding for higher education, and aligning initiatives with the state’s plan to increase postsecondary credential attainment.
Dr. Battles brings to every role a powerful blend of strategic vision, collaborative leadership, and deep policy expertise. Her early career includes impactful service as Chief of Staff and Legislative Director to the Chair of the Texas House Higher Education Committee, State Representative Irma Rangel, where she contributed to key legislation such as the Top 10 Percent Law.
She holds a Doctor of Education in Higher Education Leadership and a Master of Public Affairs from The University of Texas at Austin, where she also earned her bachelor's degree in Psychology. A certified mediator, Dr. Battles is a frequent mentor and recognized leader, having received honors such as the TAMACC Woman of Distinction Civic Award and the Pflugerville Education Foundation Community/Business Leader Award.
