Ms. Xu is a confident, highly analytical and results-oriented professional with 10 years of progressive working experience in Business and I.T. She is currently a PricewaterhouseCoopers LLC public sector advisory consultant. She was previously employed as an IT professional at Freddie Mac. In late 2012, Ms. Xu was awarded Premier Achievement Award from Freddie Mac for sustaining excellence and outstanding results. Ms. Xu holds a Bachelor’s degree from The Pennsylvania State University in Business Economics with sequence courses in Finance. She is an ITIL and PMP certified professional, proficient in Microsoft Office Suite 2013 (Excel, Access, Word, Powerpoint, Outlook, Publisher), SharePoint 2010, SQL, Oracle PeopleSoft 9.1, IBM Rational Tool ClearCase, Workday, Planview, and project and program management. She is also fluent in English and Mandarin. I assist governments, defense organizations, and strategic partners in developing sustainable cybersecurity programs that prioritize governance, workforce development, and mission-aligned resilience. My focus is on elevating cyber readiness—translating complex environments into structured, long-term improvements in policy, operations, and coordination. I specialize in aligning diverse stakeholders, building trust across borders, and delivering outcomes that support both national and allied objectives. With leadership experience spanning federal service, defense operations, and the private sector, I bring a unique blend of technical depth, strategic vision, and diplomatic insight to every engagement. I hold a Master of Science in Cybersecurity and a Master of Professional Studies in Strategic Leadership, as well as advanced cybersecurity certifications and an active security clearance.
